2020 FISU World University SAILING Championship

The Organizing Authority will be the Organizing Committee of the WUC2020 and FISU, under the auspices of World Sailing and in conjunction with FIV, Italian Sailing Federation.

The regatta headquarters will be in Campione Univela, Via R. Cozzaglio, 1 – 25010 Campione del Garda – (Bs) – Italy

 

1 RULES

1.1       The event will be governed by the rules as defined in the World Sailing Racing Rules of Sailing 2017 – 2020 (RRS).

1.2       The regatta will be sailed under addendum Q of the RRS in a short course umpired fleet racing format

1.3       The rules for the handling of boats will apply while racing, practicing and in practice race, if any.

1.4       Class rules will not apply.

1.5       The official language of the regatta is English.

1.6       An International Jury will be jointly appointed by FISU and World Sailing.

1.7       Safety requirements: RRS 40 (Personal Flotation Device) will apply at all times while afloat and off moorings. The Y flag shall not be displayed (this changes RRS 40). PFDs will not be supplied by the OA and it is the competitor’s sole responsibility to bring their own (at least to standard Level 50N – PFD Type 3).

 

2 ADVERTISING

In accordance with WS Regulation 20, boats shall display advertising provided by the Organizing Authority. Competitors shall not display their own advertisements on the boats. Boats shall not be allowed to protest for breaches of any rules regarding advertising (amends RRS 60.1).

3 ELIGIBILITY AND ENTRY

3.1    A maximum of 20 (twenty) teams will be accepted according to FISU rules and with the acceptance of the O.A. The O.A. has the option to reduce the maximum number of accepted teams depending on conditions that might arise.

3.2    A country may enter a maximum of two (2) teams.

  1. The number of crew members on board must remain the same throughout the competition.
  2. Crews shall consist of 4 (four) persons, two females and two males.
  3. The total crew weight limit shall be 315 kg
  4. All registered crew shall sail all races.
  5. When a registered skipper is unable to continue in the event, the FISU and WS Technical Delegates may authorize an original crew member to substitute, a temporary substitute or other adjustment.
  6. Priority shall be given to the entry of one (1) crew per country. FISU will proceed to the team selection minimum 3 month before the event following FISU Sailing Regulation.
  7. At the first General Technical Meeting, the Head of Delegation or his/her representative shall confirm and sign the official list of the competitors accredited by the CIC.

 

  • Each competitor shall:
  1. Be a national of the country he/she represents;
  2. Be born between January 1st 1995 and December 31st 2002;
  3. Students who are currently officially registered as proceeding towards a degree or diploma at a university or similar institute whose status is recognized by the appropriate national academic authority of their country and former students of the institutions mentioned above who have obtained their academic degree or diploma in the year preceding the event;
  4. Meet the conditions laid down under FISU Regulations
  5. Only skippers and crews nominated by their National University Sport Federation are eligible to enter this event.
  6. All skippers shall obtain a WS Sailor ID by registering online at sailing.org/isafsailor. Skippers shall inform the OA of their WS Sailor ID at registration.
  7. The registered skipper shall helm the boat at all times while racing, except in an emergency.

 

  • Entry Timetable:

Latest dates for entries will be as follows:

  • General Entries: 30th December 2019
  • Team Deposit prepayment: 30th January 2020
  • Quantitative Entries:                   30th March 2020
  • Individual Entries:                  30th May 2020

Late entries may be allowed outside these dates and are at FISU’s and OA’s discretion

 

  • Entries shall be sent by the National University Sports Federation (or similar authority) of the country of participants using the reserved FISU Accreditation System, which can be found on this link: https://accreditation.fisu.net/Pages/Home.aspx

 

  • Accreditation will be done upon arrival of the Officials, Coaches and Competitors where all fees shall be paid. All competitors must produce the documents required in FISU Regulation.

 

  • Teams may send a team manager with all necessary documents to complete the accreditation. Competitors not registered before the general meeting on June 29th at 17:30, will not be allowed to participate in the regatta unless excused by the OA.

  

 

4 CLASSIFICATION

All competitors shall meet the eligibility requirements of WS regulation 19. Regulation 19.4(a) states that competitors have to be members of an organization/club affiliated with his/her MNA.

5. FEES

5.1           The total entry fee will be 70 Euros per person per night. This includes the boat charter fee, boat insurance, local transportation, accommodation and food.

 

5.2           The countries participating in the sailing competition shall pay a deposit of 1000 EUR per team five (5) months before the Championship. The deposit, which guarantees entry into the selection process, shall be directly collected by FISU. If a team is not selected their deposit will be reimbursed.

 

5.4           The entry fee includes a transfer to / from Verona Airport. Each team must inform via mail or via the web site the forecasted arrival/departure schedule at least one week in advance.

 

5.5           The team shall be only considered as entered on completion of accreditation, crew weighing and the payment of all fees and deposits. All payments shall be made by credit card/cash/bank transfer.

 

5.6           Damage deposit:

  1. a) An initial damage deposit of 1000 euros shall be paid by each team at accreditation, unless extended by the OA. This deposit is the maximum payable by the skipper or the team as a result of any one incident. The initial damage deposit will be made by credit card (VISA or MASTERCARD) at accreditation. The O.A. will apply only for a pre-authorization on the teams’ cards, that should cover the required amount.
  2. b) This deposit will cover damages to boats and equipment, as well as damages to the hostel, the infrastructures and the Univela’s properties.
  3. b) In the event that a deduction from the damage deposit is decided by the OA it may require that the deposit be restored to its original amount before the skipper will be permitted to continue in the event;

 

6 BOATS AND SAILS

6.1       Type of boats: JBoats J70 will be provided for the regatta.

6.2           The following sails will be provided for each boat: mainsail, jib and asymmetrical spinnaker.

6.3           Boats will be allocated by draw, either daily or for each round as decided by the Race Committee.

6.4           While racing, competitors shall be required to wear bibs displaying their national flag on the back (this changes RRS G1.1). These bibs will be provided by the OA. They shall be worn outside of all other clothing.

6.5           A basic tool kit including personal hand tools is allowed on board (Adhesive tape, Rubber bands, Rope, Pennant material, Velcro, Winch handle).

6.6           The Race Committee shall determine the sail configuration to be used in each race.

6.7           A tracking system may be provided by the Organizing Authority. This system is for public information purposes and is not to be considered part of the scoring procedure for the regatta. Any information shown by the Tracking System cannot be ground for a request for redress.

6.8           Use of boats, authorized equipment and request for redress: every effort is made to provide identical boats. It is forbidden to alter the standing rigging. Alleged differences shall not be grounds for a request for redress (this modifies RRS62).

The O.A. reserves the right to modify the above schedule depending on weather conditions and/or any other unforeseen reason.

8 SAILING INSTRUCTIONS

Sailing Instructions will be available upon registration and no later than June 30th at the race headquarters

 

 

9 VENUE

The racing area will be located on Lake Garda in front of Campione del Garda and Univela.

10 THE COURSES

Courses will be windward-leeward races.

11 PENALTY SYSTEM

Races will be sailed under Addendum Q. Decisions of the International Jury will be final as provided in RRS 70.5.

12 SUPPORT BOATS

Coach boats will not be allowed on the water.

13 HAUL-OUT RESTRICTIONS

Boats shall not be hauled out during the regatta except with and according to the terms of the prior written consent from the Organizing Authority. Cleaning boats under the water line is forbidden.

14 RADIO COMMUNICATION

Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communication not available to all boats. This restriction also applies to mobile phones. The Race Committee and umpires will use a reserved crypted radio channel.

15 PRIZES

15.1        Medals will be awarded to the first three teams

15.2        Diplomas of Honor will be awarded to the top eight teams.

15.3        Diplomas of Participation will be provided to all athletes

 

 

16 DISCLAMER OF LIABILITY

Competitors participate in the regatta at their own risk. See RRS4, Decision to Race. The OA, its associates and appointees will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.
